Peter Clarke was born in Leamington Spa, Warwickshire. He started work for Milton Keynes Development Corporation in 1973, eventually promoted to Chief Civil Engineer. Previous jobs include estate manager at Cosgrove Lodge. He came to Milton Keynes because he was seconded to Pell Frischmann. He was involved in many projects in the city including Central Railway Station, the shopping building and Willen Lake Bridge. He was awarded the MBE in 1991. He described himself as "a small cog in the development of the new city".
